A nonprofit national organization and acts as a local change agent in Pakistan and collaborates with national and international partners in zoonoses control, one health approach, and biorisk management in the veterinary sector. The organization is effectively contributing to identify, evaluate and manage deficiencies in the BRM system through its assessment, capacity building, awareness, advocacy and lobbying programs by involving and encompassing all the related fields and stakeholders.

The organization seeks applications for the position of Monitoring & Evaluation Manager.

1. Coordinate data collection, analysis and reporting on performance indicators by project team members and project counterparts;

2.     Provide technical support to the team members and partners to embed M&E and accountability in their concerned projects.

3.     Develop monitoring and evaluation guidelines, frameworks and indicators for the country project plans in close collaboration with the Executive Director.

4.     Monitor the implementation of recommendations and action points.

5.     Communicate widely within the team and externally the learning processes on M&E.

6.     In coordination with the project team members, ensure and enhance primary stakeholder ownership of programs via government and community participation and consultation and use of participatory approaches in M&E.

7.     Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;

8.     Leads writing of quarterly events reports and assists the consortium coordinator in writing annual work plans and project completion report.

9.     Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.

10.  Help standardize program measurement and M&E tools and systems and ensure the project has robust monitoring plan in place.

11.  Develop and actively manage donor performance monitoring plans, including working closely with external evaluators during donor assessments and evaluation;

12.  Manage project monitoring information system to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of the outcomes and impacts of all projects.

13.  Build capacity of program staff to conceptualize, collect, use and disseminate relevant data.

14.  Provide technical assistance in producing quarterly reports of program outputs  and accomplishments

15.  Provide technical support to dedicated project staff in the field, through regular telephone/skype meetings, field visits and on-the-job mentoring/coaching.

16.  Support Program Managers and M&E staff or Executive Director with the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of TORs.

17.  Coordinate with other agencies for learning and sharing of good practices in M&E.

18.  Develop appropriate data management templates and formats for project activities and support project partners on data management systems.
